Ukrainian President Viktor Yanukovych on may 17, 2011 signed a decree on dismissal of the health Minister Ilya Yemets. According to information from open sources, the President expressed his dissatisfaction with the planned health reforms, after which the Minister wrote of resignation from his post.
One of the major reforms that awaited health care reform is the provision of medical assistance to the population, by means of dividing the territory in the hospital sector.
The planned reform meant a shift of emphasis and budget funds for outpatient segment, the reduction of beds and the closure of hospital care, the conversion of some on palliative care centers (hospitals).
This step of the President is not entirely clear, since the reform was under discussion, and was far from the stage of implementation.
Practice frequent changes of managers of healthcare it adversely affects reform, creates a positive climate for corruption, and undermines the structure of the person responsible for the decisions taken.
A prominent pediatric surgeon Ilya Yemets, apparently, will continue to work in the cardiac center. And while waiting for the appointment of a new Minister.
