As have informed news Agency REGNUM in the press-service of the State Duma of the Russian Federation, in January of this year, will be discussed in the first reading the Government presented the bill, according to which students will be tested for drug use. This bill will regulate the procedure of identifying at an early stage among those students who use drugs. These measures include the socio-psychological tests and health screening in schools.
The bill provides for the confidentiality of information received. In addition, such inspections and testing may be conducted only with the written consent of students or their parents.
The bill sets out the powers of the state in the field of drug prevention. Now Federal authorities are empowered under which they will implement the state policy in the field of drug use prevention, and will also provide scientific-methodical materials, to promote a healthy lifestyle and intolerant attitude towards drug abuse. Federal agencies will be responsible for the identification of the causes of addiction, the adoption of measures to combat it, and for keeping statistics.
And the subjects of the Russian Federation will develop and implement a regional programme for the prevention of drug abuse. These events will be able to participate as local authorities and ordinary citizens. In addition, the state provides support to organizations that deal with prevention, as well as social and medical prevention of drug addicts.
