Mortality in Russia during the first quarter of 2015 increased by 3.7%. The Ministry of health believes, some cases could be avoided if all doctors worked on standards. "Negative dynamics was observed in 37 regions. The highest mortality rate in the Jewish Autonomous oblast, Kursk, Ivanovo, Lipetsk, Orel, Sverdlovsk and Tambov regions. Site inspections are conducted in these and other regions of the Roszdravnadzor, the MMI Fund with the Ministry identified a large number of defects, violations of the procedure for the provision of medical care and blunders of patients" -
In 2014 there were more than 22 thousand violations in the sphere of health, imposed fines totaling 73 million rubles. 22 medical organization has suspended its work, opened 41 criminal case.

Dmitry Medvedev proposes to introduce a measure of responsibility on each doctor, including criminal liability. "Doctors in our honor, we will continue to take measures to support them, increase in salary etc., but they must understand that they are a famous professional responsibility, which may be different - from administrative to criminal. And in this respect, I believe that all penalties should be applied," he explains.
According to statistics, the mortality affects not only the level of medicine in the country. Almost 70% of the responsibility lies with the human and environment: the lifestyle, the quality of food, bad habits, environmental and genetic factors.
